Costa Rica - Public Education Ministry excludes secondary teachers’ union APSE from bargaining process

On 12 June 2017, the APSE presented a formal complaint to the international Labour Organisation against the government for anti-union practices committed by the Public Education Ministry, which according to the APSE, excluded it from collective bargaining for the second year in a row. The Ministry extended the collective agreement in force without involving the APSE.
